Quick answer: In a Business Bay tower the lifts are common property, so the management company holds the maintenance contract. Owners can ask to see it, and the committee can go to RERA after 14 days.

Who is responsible for the lifts in a Business Bay tower?

Business Bay is a mixed-use district beside the Dubai Water Canal, planned by Dubai Properties as master developer, with offices, apartments, hotels and retail in separate towers. Each tower has its own owner or owners, so the answer depends on how yours is owned:

Your tower Who holds the lift AMC What you can ask for
Residential or mixed-use tower with many unit owners The tower's management company (the "Management Entity" under Dubai Law No. 6 of 2019), supervised by the owners' committee A copy of the AMC scope, the last inspection certificate and the lift line in the service charge budget
Office tower with a single owner The owner or its facilities manager The maintenance contract and service reports, as a tenant through your lease or building rules
Hotel or serviced apartment tower The operator or the owner. Hotel projects have their own management rules Ask the operator in writing

Dubai Law No. 6 of 2019 lists elevators among a building's common parts (Article 7), so unit owners share the cost and the building's management entity carries out the maintenance. We cannot tell which category your tower is in. The tower's management company or your title documents will.

What can an owner or committee ask the management company for?

  • The lift maintenance contract, including the scope, visit frequency, call-out terms and exclusions. Our maintenance contract checklist shows what to compare.
  • The last inspection certificate and any open findings. See the lift maintenance checklist for what a service visit should cover.
  • A log of breakdowns and entrapments for the past year, with the time to attend and the time to fix.
  • The lift line in the annual service charge budget. Under Article 24 the owners' committee reviews the maintenance budgets and can request the financial reports.
  • Whether parts and repairs are priced inside the AMC or as extras. Our AMC cost and scope guide explains the difference.

What if the tower's lifts are not being maintained?

Dubai Law No. 6 of 2019 sets a route for owners:

Step What happens Law reference
1 The owner or occupant reports the complaint to the owners' committee, which passes it to the management company Article 24
2 The management company has 14 days from notice to address it Article 24
3 If it does not, the owners' committee submits the complaint to RERA Article 24
4 RERA can serve a written notice on the management entity stating the repairs and dates. If the work is still not done, RERA can appoint another entity and charge the cost to the service charge account Article 35

If you are a tenant, speak to your landlord or the building management first. For a lift that has stopped now, see who to report a lift out of service to.

What is different about lifts in Business Bay towers?

We have not published a tower-by-tower survey of Business Bay, so the points below are what typically matters for towers of this kind, and not statements about a particular building:

Tower type What drives the lift workload What to check in the AMC
Tall residential towers Morning and evening peaks, deliveries and move-ins, nuisance door faults Door and operator service, how often the group control is checked, whether a service lift is protected during moves
Office towers Concentrated peak traffic, fit-out deliveries, shared goods lifts Booking arrangements for the goods lift, response times for out-of-hours call-outs
Podium with retail and car park Many stops, lifts open to the public and visitors Cleaning and wear on doors and finishes, communication and alarm checks
Older towers with ageing controls Repeated faults and spare parts lead time Where it becomes better to modernise. See our modernization article

Before a control upgrade or lift replacement, ask the management company what approvals it needs. In a master-planned district the route can also involve the developer or the authority for that plot, so ask the manager for the tower's approvals file before you commit to a programme.

How do I get a lift maintenance quote for a Business Bay tower?

  1. Ask the management company for the lift register. Number of lifts, make, model, floors and year of installation.
  2. Collect the current contract and the last report. This tells us the scope and the faults that recur.
  3. Agree who signs. The management company signs for a strata tower, the owner for a single-owner building.
  4. Book a technical site survey. We inspect the lifts and the machine rooms with the building team.
  5. Compare the written scope. Visits, call-outs, parts and exclusions, side by side with the existing contract.
  6. Plan the switch. Agree handover of records, access and the date the new contract starts.
