Lift Out of Service in a UAE Building: Who Do You Report It To?
Report a stopped lift safely, document the fault and contact building management. Understand Dubai REST complaints and unpaid-contractor situations.
Published · Updated · Elevaya Lifts

Quick answer: Report it in writing to the building's management company or landlord first. In Dubai, owners can escalate through the Owners Committee to RERA if the problem is not dealt with within 14 days, and safety risks go to Dubai Municipality on 800900. In Sharjah, the municipality hotline is 993.
Written by the Elevaya team from official UAE sources, checked 3 November 2026. This is general information, not legal advice. If someone is trapped, use the cabin alarm or intercom, call for help and do not force the doors.
Who is responsible for a broken lift in a UAE building?
Not the tenant, and in a shared building not the individual owner either. In Dubai, Article 7 of Law No. 6 of 2019 lists "elevators" among the common parts of a jointly owned building. Common parts are maintained by the Management Entity (the developer or a RERA-recognised management company), paid for from the owners' service charges. If you rent a villa with a private lift, start with the landlord and check the tenancy contract for who maintains it.

Who do I report it to, step by step?
- Write down the facts today. The date the lift stopped, the floors affected, how many residents, and anyone elderly or with a pushchair or wheelchair who cannot use the stairs. Photograph the out-of-service sign.
- Report it in writing to the building manager or landlord. Use email, not a phone call, so there is a date stamp. Ask for the cause, the repair date and the name of the maintenance contractor.
- Ask for the maintenance contractor's service report. A building with an annual maintenance contract should have written visit records.
- Give a deadline. In Dubai, the Owners Committee must pass an unresolved complaint to RERA if the Management Entity has not dealt with it within 14 days of being notified. Use that clock.
- Escalate by emirate (see the table below).
- If there is a safety risk, report it to the municipality straight away.
- Keep a log of every message and reply. It matters later if there is a service-charge dispute or a rent dispute.
Which authority handles it in each emirate?
| Emirate | First contact | Escalation | What the source says |
|---|---|---|---|
| Dubai | Management Entity or owners association; Owners Committee | RERA (Dubai Land Department), which can inspect common parts, record violations, serve notices on the Management Entity and set time limits | Law No. 6 of 2019, Art. 24 (14-day rule) and RERA's inspection powers |
| Dubai (safety) | Building owner or occupier | Dubai Municipality Health and Safety Department; call centre 800900 | Dubai Municipality guideline DM-HSD-GU48-ECLA2: lifts need third-party examination and certification every 12 months by an EIAC-accredited body, and unsafe equipment must stop being used and be reported |
| Sharjah | Landlord or building management | Sharjah City Municipality hotline, 993 (24/7 for municipal complaints; ask whether it takes a lift report) | Sharjah Planning and Survey Authority (SPSA) guideline "Managing Buildings Safety" (OSHJ-GL-05), section 5.9: lifts serviced at least monthly and examined at least every 6 months by a competent inspection body |
| Abu Dhabi | Building owner or property manager | Ask the owner to show the lift's maintenance contract. Abu Dhabi Civil Defence fines owners AED 5,000 for having no lift maintenance contract with an accredited entity. | Khaleej Times, 4 Aug 2026, reporting the Abu Dhabi Civil Defence Authority under Cabinet Resolution No. 24 of 2012. We found no published channel for reporting a single broken lift, so none is listed. |
| Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah | Landlord or building management | Your local municipality. Find its number on its own website. | We have not listed a number or process for these four emirates. |
What can owners or tenants actually force?
Be careful here. The law gives owners a process, not a repair deadline.
- Owners in Dubai can ask the Owners Committee to check that the Management Entity maintains common parts as the law requires, review the maintenance budget, and push unresolved complaints to RERA. RERA can record violations and set time limits for repairs.
- Tenants have no direct claim over common parts in the sources we reviewed. They report through the landlord or management and, for safety issues, to the municipality. Whether a tenant can claim a rent reduction for a lift that has been out of service for weeks is a legal question for the rental dispute authority or a lawyer, and we don't promise a remedy here.
- Annual certificate: Dubai Municipality guideline DM-HSD-GU48-ECLA2 says lifts are examined, tested and certified by an EIAC-accredited third party once every 12 months, the owner or occupier must carry out the repairs the examiner identifies immediately, and unsafe equipment must stop being used. Ask to see the current certificate.
Why do lifts stay out of service for weeks?
Usually for one of four reasons, and each has a different fix.
| Cause | What it looks like | Who pays |
|---|---|---|
| No active maintenance contract | Nobody to call, quotes being collected | The service-charge fund, once the owners' budget allows |
| A spare part has to be sourced | The contractor says "waiting for part" | Depends on the contract scope (comprehensive or non-comprehensive) |
| Waiting for owners' approval to spend | The repair quote is sitting with the committee | Owners, through service charges |
| Failed inspection | The lift is tagged unsafe | The owner or occupier, immediately for identified repairs |
Ask for the fault report in writing. "Waiting for parts" without a part number and an order date is not an answer.

FAQ
Who is responsible for a broken lift in a Dubai apartment building?
The Management Entity, paid for from the owners' service charges. Elevators are listed as common parts in Article 7 of Dubai Law No. 6 of 2019, so in a shared building the repair is not the job of an individual owner or a tenant.
How long before I can escalate a lift complaint to RERA?
In Dubai, the Owners Committee passes a complaint to RERA if the Management Entity has not dealt with it within 14 days of being notified, under Article 24 of Law No. 6 of 2019.
Do lifts in Dubai need an annual certificate?
Yes. Dubai Municipality guideline DM-HSD-GU48-ECLA2 requires examination, testing and certification by an EIAC-accredited third party once every 12 months.
Can a tenant refuse to pay rent when the lift is out of order?
We don't know of an official source that says yes. Ask the rental dispute authority or a lawyer before you hold back any rent.
Who do I call in Sharjah?
Report it to your landlord or building management first. Sharjah City Municipality's hotline is 993, open 24/7 for municipal complaints. Ask whether it takes a lift report.
What if the lift keeps breaking?
Ask for a written fault history and the contractor's repair scope. Repeated failures are a reason to price a control-panel upgrade or modernization.
What if the lift is off because the contractor has not been paid?
Ask the building manager for a written explanation, the current contractor’s status and an authorised recovery plan. A payment dispute does not tell residents whether the equipment is safe or whether a different contractor can take over immediately. Request the equipment records, outstanding faults and responsibility for reinstatement. Do not organise an unqualified restart, force access to the machinery or personally settle an unclear building debt just to restore service.
Where a contractor change is proposed, the management entity should arrange a technical takeover, record existing defects and confirm access and parts responsibilities. Keep the payment dispute and the safety assessment as separate records. See the AMC contract checklist and lift repair service.
How does the published Dubai REST complaint route work?
Dubai Land Department’s published JOP complaints procedure, dated 15 August 2020, describes writing to the management company first and a response within two working days, followed by a Dubai REST complaint if unanswered or unsuitable. Retain the original complaint and response as evidence, and check the current application requirements when filing.
That published procedure is distinct from the owners’ committee escalation provisions in Dubai Law No. 6 of 2019, which refer to a 14-day management-company process. Neither period means waiting to act on an immediate safety risk. For entrapment, contact building security and the maintenance emergency line immediately; call 997 for fire/rescue or 998 for a medical emergency. Do not force doors or attempt an untrained rescue.
