Quick answer: Dubai Municipality's GU48 says lifts need a certificate from an EIAC-accredited third party every 12 months, while EIAC's rules for inspection bodies say six months for lifts. Ask your inspector to confirm the interval in writing.

Who needs a lift inspection certificate in Dubai?

Dubai Municipality's technical guideline GU48 (version 5, issued 29 January 2025) applies to all establishments where cranes, hoists, lifts and other lifting equipment are used in the Emirate of Dubai. Its list of equipment covers factories, construction sites, hotels and other workplaces. It places the duty on the owner or occupier: the equipment must be tested and certified by an EIAC-accredited third party, and the certificate must be kept on site.

The wording does not list residential towers one by one, so if you manage an apartment building or a villa lift, ask your inspection body or the Municipality whether your building falls within it.

Is the lift inspection every 12 months or every 6 months in Dubai?

Two official documents give different numbers, and we have not found one that reconciles them:

Document What it says Who it speaks to
Dubai Municipality GU48, v5 (29 Jan 2025) Lifts and other lifting equipment are tested and certified by an EIAC-accredited third party once every 12 months Owners and occupiers of equipment in Dubai
EIAC-RQ-IB-002, Annex B (Rev. 04, 4 Oct 2024) Anything used to lift persons is inspected within six months. Elevators every six months. Escalators and passenger conveyors every six months, without a load test Inspection bodies working in Dubai

EIAC Annex B explicitly lists a six-month interval for elevators. Do not use the 12-month certification wording to postpone a six-month examination. Ask the accredited inspection body to record the applicable inspection and certification schedule for each unit, including any shorter interval required by its condition or the authority.

What is on the certificate?

GU48 says the accredited third party issues a certificate of safety after examination and test, and only after any repairs have been carried out. For each item of equipment, the certificate specifies the serial number, the technical details, the tests done and the safe working load. Any re-rating of the safe working load, or any other condition for safe operation, must be shown on it. The safe working load must also be displayed on the equipment, and the certificate kept at the site.

If the inspector decides a lift is unsafe, the owner must be advised to stop using it and a report goes straight to Dubai Municipality's Health and Safety Department. Repairs the inspector identifies must be done by the owner or occupier immediately.

Who is allowed to issue the certificate?

GU48 asks for a third party accredited by the Emirates International Accreditation Centre (EIAC). The company or competent person must hold a trade licence issued by the Dubai Economic Department and carry professional liability insurance. Before you appoint one, ask for its EIAC accreditation certificate and check that the scope covers lifts and escalators.

Maintenance and independent certification are separate responsibilities, and the independent inspector's job is to give a view on the equipment, not to sell the repair. If your maintenance company is also offering to certify the lift, ask how the independence is handled. Elevaya prepares equipment for inspection and carries out agreed repairs, and the appointed inspector or authority issues the certificate.

How do I get the certificate, step by step?

  1. List every lift and escalator. Location, manufacturer, model or asset number, and status.
  2. Get the interval in writing. Ask the inspection body how often it will inspect each unit and when the last certificate expires.
  3. Appoint an EIAC-accredited body. Check its accreditation and scope.
  4. Gather the records. Previous certificates and reports, maintenance logs, drawings and manuals, and open defect lists.
  5. Fix known faults first. Ask your maintenance contractor to close open items and check doors, lighting, alarm and communication.
  6. Arrange access on the day. A site contact, keys, safe access and notice to occupants about downtime.
  7. Close the findings. Carry out the repairs identified, keep evidence of closure and obtain the certificate once they are done.
  8. Diary the renewal. Put the certificate's expiry and the next visit date in your building calendar.

What should I have ready for the inspector?

Item Why it helps
Previous inspection certificates and reports Shows the history and any conditions or re-rating of the safe working load
Maintenance records and fault log Shows how the lift has been looked after and which items keep recurring
Drawings, manuals and the equipment list Lets the inspector identify each unit correctly
Open defect list and the planned repair work Repairs must be done before the certificate is issued
Safe working load plates in the cabin GU48 asks for the safe working load to be displayed on the equipment
Site contact, keys and access arrangements Avoids a wasted visit

FAQ

How often must a lift be inspected in Dubai?

Dubai Municipality's GU48 requires certification by an EIAC-accredited third party every 12 months. EIAC's rules for inspection bodies in Dubai say elevators and escalators are inspected every six months. Ask your inspection body to confirm in writing.

Who issues the lift certificate in Dubai?

A third party accredited by EIAC, which issues a certificate of safety after examination and test, once repairs are done.

Can my lift maintenance company issue the certificate?

Maintenance and independent inspection serve different purposes. If one company offers both, ask how independence is handled and check its EIAC accreditation.

Does a villa lift need an annual certificate in Dubai?

GU48 applies to establishments where lifts are used. It does not say clearly whether a private villa is included, so ask the inspection body and your community manager.

What if the inspector says the lift is unsafe?

The owner must be advised to stop using it, and the inspector reports to Dubai Municipality's Health and Safety Department. Repairs must be done immediately.

Does the certificate stay on site?

Yes. GU48 says the compliance certificate must be kept at the site.
