Quick answer: In JLT each subdivided tower has a Building Manager that runs its common areas, including the lifts. DMCC's master developer approves alterations. Ask your Building Manager for the lift contract and the last inspection certificate.

Who looks after the lifts in a JLT tower?

Jumeirah Lakes Towers sits inside the DMCC Free Zone, along Sheikh Zayed Road opposite Dubai Marina. JLT's own FAQ describes 87 towers in clusters lettered A to Z, with residential, office and retail space around the lakes. That makes JLT unusual: the master community is run by DMCC, but each tower still has its own manager. These are the parties:

Party Role under the DMCC Community Regulations 2021 What it means for the lifts
DMCC / the Master Developer Approves alterations to improvements (regulation 12.1) and can issue construction guidelines (12.2) Ask whether a lift replacement or modernisation needs its written approval
Building Manager Appointed for each subdivided property to manage it, including its common areas (regulation 3.3). Must be licensed by DMCC and approved by RERA (6.6) Holds the lift maintenance contract for a tower with many unit owners
Committee of Owners Set up where the Jointly Owned Property law requires it (regulation 3.3) Oversees the Building Manager and its budgets
Concordia 24x7 Service Centre Listed on the JLT community page for security, maintenance and community matters: +971 4 368 8883 Useful for community-level issues. Tower lift faults go to your Building Manager first

Are lifts common property in JLT?

JLT towers are in Dubai, and the Building Manager is appointed under RERA and the Jointly Owned Property law, which is Dubai Law No. 6 of 2019. That law lists elevators among a building's common parts (Article 7). So the cost sits with the owners through the service charge, and the Building Manager arranges the maintenance. For a single-owner office tower, the owner or its facilities team holds the contract.

What should I ask my Building Manager about the lifts?

  • The lift maintenance contract: scope, visit frequency, call-out terms, parts and exclusions. Use our maintenance contract checklist.
  • The latest inspection certificate and any open findings. Dubai's rules on intervals are in our guide to the elevator inspection and testing.
  • The breakdown and entrapment log for the past year, and the time to attend each call.
  • The lift line in the annual service charge budget, and whether any major lift works are planned.
  • Which approvals a control upgrade or lift replacement needs from the Master Developer or other authorities.

Under Dubai Law No. 6 of 2019, an owners' committee that receives a complaint can pass it to RERA if the management company has not addressed it within 14 days (Article 24). If you are a tenant, start with your landlord or the Building Manager. For a lift that has stopped, see who to report a lift out of service to.

What lift problems does a JLT tower have?

These are typical for towers of this kind. They are not a survey of JLT buildings:

Situation Typical lift issue What helps
Residential tower with a podium and car park Many stops, heavy use at peak times, door wear Scheduled door and operator service, and a check of the group control
Office tower with free-zone tenants Fit-out deliveries and out-of-hours access A booking system for the goods lift and clear out-of-hours call-out terms
Mixed-use tower with retail at the base Visitors using lifts, cleaning and alarm tests Regular safety-device checks and clear communication to occupants
Towers with ageing controls Repeat faults, long spare-part waits A condition survey, then repair or modernization

How do I get an AMC quote for a JLT tower?

  1. Ask the Building Manager for the lift register and the current contract.
  2. Agree who signs. The Building Manager signs for a multi-owner tower, with the owners' committee's agreement.
  3. Book a technical site survey. We look at the lifts, machine rooms and records with the building team.
  4. Compare the written scope. Visits, call-outs, parts and exclusions against the existing contract.
  5. Plan the handover. Agree access, records and the date the contract starts.
