Quick answer: Add the lift to your approved drawings first. In Ras Al Khaimah, buildings above ground plus three floors must have electric lifts, a design study and an annual fitness certificate. In Fujairah, confirm approvals in writing.

When does Ras Al Khaimah require a lift?

Ras Al Khaimah Municipality's Building Conditions and Specifications Regulation (Resolution No. 7 of 2026, PDF dated 22 May 2026) deals with lifts in Article 41. These are the points that decide an installation:

Question What the regulation says (Article 41)
Which buildings need a lift? A building above ground floor plus three floors must have electric lifts of adequate capacity. Public buildings need electric lifts or escalators, subject to Civil Defence approval
Shopping centres? More than one floor: glass-front electric lifts of at least 10 persons each, or escalators
How many lifts? Add the minimum from the area table to the minimum from the floors table. By area: 1 lift up to 4,500 m², 2 lifts from 4,501 to 14,000 m², 3 lifts from 14,001 to 23,500 m². Floors 11 to 30 add 1 more. Using a faster or larger lift does not reduce the number
Hotels? At least 2 lifts for fewer than 45 units, plus 1 more for every additional 30 units. All guest rooms from the second floor up must be served
Who designs it? For multi-storey and public buildings, a specialist consultant submits a lift design study covering number, capacity, speed, waiting time and shaft, pit and machine room sizes. The consultant carries full responsibility for the design
After installation? The owner must obtain an annual fitness certificate from a company approved by the competent authority
Accessibility? At least one lift must suit people of determination, with a car of at least 1.30 m by 1.00 m and an internal handrail at 0.85 m

Worked example from those tables: a 10,000 m² residential building with 12 floors needs a minimum of 2 lifts for its area plus 1 for its height, so 3. Your consultant confirms the figure for your plot and use.

What does a lift have to include to pass in Ras Al Khaimah?

Article 41 sets minimums for the lift itself. The minimum capacity is four persons. Lifts need a load-limit lock with an alarm, an emergency lowering system, ventilation of the cabin during a long stoppage or power cut, doors that reopen on contact, and lighting of at least 50 lux at floor level. Shafts need solid walls designed for the loads, permanent lighting, inspection and emergency openings, and waterproofing where water can reach the shaft. A rooftop machine room needs air conditioning to keep it between 10 and 32 degrees, a door that closes securely, and concealed wiring. Where a lift reaches the roof, a protected lobby with a door is needed in front of it. Lifts, shafts, machine rooms and controls must follow the lift standards approved by Civil Defence.

For a villa, the roof-floor article asks for an enclosed lobby in front of a lift that reaches the roof, and allows the lift machine room to rise above the roof level. Our villa lift dimensions guide and shaft and MRL planning guide cover the sizes.

What about lift installation in Fujairah?

We could not find a published, lift-specific rule from Fujairah Municipality in English, so we do not quote a threshold or a certificate name. What is certain is the process: the building permit goes through Fujairah Municipality, with Civil Defence approval of the drawings, and the lift has to be in those drawings. Before you order, ask your consultant to confirm in writing which approvals the lift needs, who inspects it and who issues the certificate after handover. Fujairah Municipality's free line is 80036, and its e-services are on its portal.

One trap: a Fujairah e-service titled "Occupational Safety Compliance" asks for a safety certificate for lifts and tower cranes installed on a construction site. That is about site hoists during construction, not the permanent lift in your building.

How is a lift installed in Ras Al Khaimah or Fujairah, step by step?

  1. Fix the brief. Who uses the lift, how many floors, the load, the speed and whether goods or beds will travel in it.
  2. Put the lift in the drawings. Shaft, pit depth, overhead and machine room (or machine-room-less) go into the architectural and structural design before the permit is submitted.
  3. Get the supplier's shaft drawings early. The builder's work, such as shaft walls, pit and power, must match the lift that will be installed.
  4. Submit and approve. The consultant submits to the municipality and Civil Defence. Do not order until you know what they require.
  5. Order, deliver and install. Plan the delivery route, crane or hoisting access and storage on site, especially on island and coastal plots.
  6. Test and hand over. The commissioning test, safety checks and the handover file come before the lift opens to the public.
  7. Certify and maintain. In Ras Al Khaimah the owner obtains the annual fitness certificate. Start a maintenance contract at handover.

Our lift installation process article walks through the same steps in more detail, and the building lift cost guide lists what drives the price.

Add the minimum from the area table (1 lift up to 4,500 m², 2 from 4,501 to 14,000 m², 3 from 14,001 to 23,500 m²) to the extra lifts for height (1 more for floors 11 to 30). Your consultant confirms the figure.
