Does a lift in a Mussafah factory or warehouse need a maintenance contract?
Mussafah is Abu Dhabi's main industrial district, about 20 km south-east of the city centre, and it includes the Industrial City of Abu Dhabi (ICAD) and the KEZAD Musaffah zone within ICAD I. Residential blocks sit nearby in Shabiya. On 4 August 2026 the Abu Dhabi Civil Defence Authority reminded owners that a AED 5,000 fine applies when a lift has no maintenance contract with an accredited maintenance entity. Khaleej Times reports it applies to all existing buildings and facilities, and those under construction, except independent private houses and residential homes. Gulf News describes it as a duty of residential and commercial building owners.
The reports do not mention industrial sites by name, so if you run a factory or a warehouse, ask Civil Defence in writing how it treats your goods lift, and keep the answer. In a leased unit, the lease should say whether the landlord or the tenant must hold the contract. Do not assume.

How often must lifting equipment be inspected in Abu Dhabi workplaces?
The employer and site safety team should maintain an asset register and an examination schedule for all lifting equipment. Permanent passenger lifts, goods-only equipment and temporary construction hoists have different operating conditions; identify the equipment category and obtain the required inspection scope and due dates from the appointed competent body. Keep examination reports, service records and defect closure evidence together.
What should an AMC for an industrial or building lift include?
- A list of every lift with make, model, rated load, floors served and year.
- Planned visits, with a signed service report each time.
- Call-out hours that match your shifts, how entrapments are handled and the response commitment in writing.
